Evolution 1.2 — Changeover & supply various hose loads

Objective: Pump to various hose loads while starting on tank water then transition to hydrant supply.

The changeover task agrees on the order: “Step 6: Set the relief valve or pressure governor” comes before “Step 8: When an external supply becomes available, open the intake valve” — the printed sheet leaves its relief-valve step until step 18, after the changeover is done.

Why & source — purge the air first
“Air in the empty supply hose will cause problems if it enters the pump while the pump is supplying attack lines under pressure. To purge this air, open the bleeder valve on the gated intake line so that the air can escape as the supply line fills with water.”

The printed 1.2 sheet never opens the bleeder — it only closes it (step 13), and only after the intake is already open. Evolution 1.0 has the correct order: close the intake bleeder valve before opening the intake. This sheet carries the missing step.

“To begin the transition, the operator opens the intake valve from the supply line very slowly while observing the pressure on the intake and discharge gauges. With the bleeder already handled during the air purge above, the working action left in this printed step is closing tank to pump. The changeover task pairs that with the intake:

20 psi minimum protects from drawing a vacuum on the intake hose.

The manual gives the gauge a second job on this evolution — it is how you know whether you can add the next line:

Task #19 — Basic Pump Skills-Changeover (Transition to an External Water Supply) — is the department's written doctrine for exactly this evolution. Quoted in full, as printed.

The changeover, in the task's own words
“Transition from the water tank to an external water supply source most commonly involves the use of a pressurized source. This will be a hose-line being supplied by another apparatus or from a fire hydrant.”

Operating Procedure for Transition to an External Water Supply — steps 1–9
  1. “Position the apparatus in a safe positon, and immobilize it by setting the parking brake and chocking the wheels.”
  2. “Engage the pump, and select the proper gear in the road transmission. Lock the gear into place.”

Where the printed 1.2 sheet and Task #19 differ

Bleeder valve. Task #19 opens the intake bleeder before the transition so air escapes as the supply line fills, and closes it once water is at the pump. The printed 1.2 sheet never opens it and closes it only after the intake is open (step 13). Evolution 1.0 has the correct order.

Tank refill. Task #19 requires the tank to be replenished once supply is adequate, as a reserve against losing the external supply. The printed 1.2 sheet has no refill step; Evolution 1.0 carries one.

Relief valve timing. Task #19 sets the relief valve or governor (Step 6) before the intake is opened (Step 8). The printed 1.2 sheet leaves “Set manual discharge relief valve” as its final step (18), after the changeover is complete and two lines are flowing.

Tank-to-pump timing. Task #19 closes tank-to-pump while the intake opens; the printed sheet fully opens the intake first (step 12), then closes tank-to-pump (step 13).

What the manuals teach about supplying various hose loads

Engine Company Operations Ch.1 (Firefighter Assignments) and Ch.5 (Water Supply) are the doctrine behind the two halves of this evolution — carrying several lines at once, and getting off the tank onto a hydrant. Page numbers are the manual's own.

What the Engineer must know to carry more than one line

This is why steps 10, 11 and 15 exist as separate actions: two different hose loads, two different pressures, each one marked or noted so it can be re-set after the changeover.

Reading the intake gauge — residual pressure and additional volume
“They should also monitor the residual pressure of the pump master intake gauge to determine the capability of supplying additional volumes when available or as needed.”

Printed step 16 — “Mark intake gauge” — is that reading. Noting the static pressure before the intake is opened and the residual after it is what tells you whether the second line, and any line after it, is there to be had.

Why the evolution starts on the tank at all
“Most fires can be controlled with the available water carried in the booster tank. However, for redundancy and in those cases where supplement water is required for prolonged operations the engine company relies on the municipal water system.”
“This doesn’t eliminate the need to use the on-board booster tank to supply the initial fire attack, but rather limits the amount of water that will have to be used while waiting for the hydrant water to arrive.”

The changeover is the moment that hand-off happens. The drill standard — approximately 10 psi or less felt at the hand lines — is the measure of doing it without the crew noticing.

Dry-barrel hydrants — gate the spare outlets before you charge
“It is important to remember, when a dry-barrel hydrant is charged no additional lines may be added to the other outlets unless the hydrant is shut down or a shut off valve is added prior to charging.”
“To accommodate additional water supply needs, multi-outlet dry barrel hydrants must have a 2 1/2” hydrant gate-valve attached to an unused outlet at the onset of any hydrant operation.”

On a dry barrel the stem valve feeds every outlet at once, so the gate valves go on before the water does. Once the hydrant is charged the decision is made for you.

Who charges the supply line when you signal for water
“The ‘Wet’ Lead: The back-up firefighter will remain at the hydrant and charge the line when the command to do so is received.”
“The ‘Dry’ Lead: The Tailboard firefighter anchors the hose, leaves the hydrant bucket, and proceeds to the fire with his/her crew. Other personnel will be assigned to charge the hydrant.”

Which of the two you are working decides whether your signal for water reaches someone already standing at the hydrant, or has to be assigned first. On a dry lead the water is further away than the hose suggests.
